• Ensure Engineering Dossier is delivered with a robust definition and fit for purpose design that can be procured, fabricated, transported, installed, and operated safely, meeting the requirements of NOC standard, and contractual requirements.
• Ensure engineering schedule and progress are managed, are controlled and reliable; engineering gates are performed with design at required maturity level.
• Ensure engineering development is consolidated with stake holders and stays within its assigned scope as per SOR and Project Basis of Design
• Ensure engineering risks are identified, listed, and managed. Engineering arbitrations and decisions are made in time.
• Ensure package engineering team is staffed, competent and perform CPY reviews and validations in time as per contract.
• Is the focal point for all engineering subjects related to the package, including engineering scope management, change management, engineering manning and resources, engineering planning, progress, and budget.

JOB DIMENSIONS

• The job holder is in charge of managing the engineering of assigned packages to be executed through one EPCIC.
• The Job holder manages the engineering team consisting of approximately 1-2 Engineering coordinators, 30 to 40 discipline engineers.
• He manages the CPY engineering team allocated to his package to efficiently supervise the engineering contractors teams up to 300 plus workforce
• He reports Hierarchically to the NOC Major project Engineering manager on all engineering subjects related to the package including engineering scope, schedule, cost, resources, risk, and changes.
• He reports functionally within its package to the Package Manager to successfully deliver the project according cost and schedule.

ACTIVITIES

• Prepare and maintain Package Engineering Execution Plan in accordance with overall Project Execution plan to develop agreed baselines for Package engineering scope, cost, schedule, risk, and resources.
• Manage, control the proper realization of the engineering development. Ensure the good progress of engineering in compliance with project specifications and procedures, time schedule, required level of quality and safety
• Organize and control the regular checking of the quality of the deliverables (all disciplines).
• Identify any optimization / improvement in the design dossier to be implemented in the early stage of detailed design, promote, and encourage submissions of value engineering proposals
• Supervise and promote fit for purpose design to reduce and to optimize planning and costs,
• Ensure as far as possible standardization of design proposals.
• Ensure that relevant feedback/lesson learned from previous similar projects are considered in the design performance,
• Closely monitor the weight evolution of topsides and jackets through bi-weekly update of the weight reports, guaranty protection of company contingencies and keep weight increases within approved limits
• Liaise with discipline leaders and engineering coordinators to identify/review the protentional deviations/derogations to the NOC to ensure deviation package is mature for CMS submission and approval.
• Participate in the Call for tender analysis (FEED and EPC), make recommendations and assist in technical vendor selection.
• Manage and lead the EPC kick of meetings for all disciplines.

• Control and manage engineering progress, ensure it meets all the approved baselines.
• Monitor the maturity index for the next to come engineering gates, to ensure technical and safety reviews are performed at the required maturity.
• Monitor overall progress of engineering, work closely with EMT to execute readiness assessment for engineering development and project milestones/steps
• Participate in weekly and monthly meetings with Contractors, and in specific ad hoc meetings as required by management,
• Participate in weekly meeting with EMT and Doha office.
• Prepare and issue project engineering management reports detailing engineering progress across schedule, budget, risks, and technical issues to ensure accurate information is available to support decision making and opportunities.
• Assist in performing engineering audit for CTR Engineering organization, that include audit of engineering process, engineering resources and engineering deliverables development.

Ensure engineering development is consolidated with stake holders and stays within its assigned scope as per SOR and Project Basis of Design.

• Ensure studies comply with project signed Statement of Requirement (SOR), FEED design
• Ensure that key stakeholders take part to technical reviews
• Ensure close coordination between engineering disciplines and with other NOC entities (as applicable) on all engineering, constructability, and operational matters during FEED & detailed design developments,
• Update the SOR (parts to be updated) following Engineering progress and review any SCN (SOR change notice).
• Review and manage the engineering scope change and engineering change orders; apply design change request procedure to limit/ control unnecessary design change requests into the life of the projects.
• Ensure that project engineering is executed in accordance with the organizations safety regulations, with quality conformance as per NOC standards.
• Consult with all stakeholders including E&C department and TRPs to process derogation requests

Ensure engineering risks are identified, listed, and managed. Engineering arbitrations and decisions are made in time.

• Lead risk management process within Engineering Team, ensure project engineering risk are identified, recorded, mitigated and managed; report the result to package and EMT.
• Ensure that engineering technical issues are listed, and allocated to CPY engineers by the Engineering coordinators, identifying the critical ones.
• Consolidate the action plans and their time schedule, listing the critical decisions and arbitrations to be done with their associated time frame.
• Monitor the engineering progress of all disciplines, detect early any delays within disciplines, or from subcontractor, third parties and execute the action plans to mitigate

Ensure package engineering team is staffed, competent and perform CPY reviews and validations in time as per contract.

• Plan and organize engineering team resources in accordance with projects plan in close contact with EMT.
• Control and manage the working load of the engineering team, update the mobilization and demobilization plan accordingly liaising with EMT.

Qualifications & Experience Required

• Engineering degree in a technical discipline.
• Experience: minimum15 years experience in engineering field in Oil and Gas activities,
• Experience in managing organizations of significant size with at least 3 years managing multidiscipline engineering team.
• Offshore Engineering experience, multidiscipline is required,
• Good knowledge of industry codes, standards, and legislations on HSE aspect,
• Process and safety backgrounds are preferred.
• Experience of significant project performed in an existing field is a plus
• Available for world-wide missions,
• Familiar with Total general specifications is a plus,
• Language: fluent English,
• Computer literate,
• Strong leadership skills and good communication skills to animate a multi-cultural team,
• Ability to work on projects in a complex and multicultural environment.
