ATF Compliance Director

Job Purpose: The ATF Compliance Director is responsible for overseeing all aspects of federal, state, and local firearms regulatory compliance for CZ-USA, ensuring strict adherence to Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) regulations and policies. This position is critical in maintaining the company’s Federal Firearms License (FFL) status and, where applicable, Federal Explosives License (FEL) status. The Director develops, implements, and manages policies, procedures, and practices to ensure regulatory compliance, as well as the safety and security of the company’s facilities, staff, and intellectual property. The ATF Compliance Director fosters a culture of compliance across all manufacturing and distribution operations and ensures the company meets all contractual delivery requirements through timely and accurate ATF documentation.

ESSENTIAL JOB FUNCTIONS:

  • Serve as the primary liaison between the company and ATF, as well as relevant state and local agencies.
  • Interpret and communicate federal, state, and local firearms and explosives laws and regulations to executive leadership and staff.
  • Develop and implement processes for compliance with all applicable firearms and explosives regulations, including the Gun Control Act (GCA), National Firearms Act (NFA), Safe Explosives Act (SEA), and Arms Export Control Act (AECA).
  • Oversee and audit all recordkeeping related to the acquisition, disposition, transfer, and testing of firearms and explosives, ensuring accuracy and compliance with ATF regulations, including, but not limited to, A&D books, NFA documentation, and Daily Summary of Magazine Transactions (DSMT) for explosive storage.
  • Manage ATF transactional records for all licensed facilities and execute physical validation of records against inventory in accordance with regulatory requirements.
  • Oversee the processing of all NFA paperwork through ATF, including exports of law enforcement and military weapons, and manage the acquisition of competitors’ weapons for testing and evaluation.
  • Maintain awareness of all ATF policy and procedure changes, anticipate major regulatory shifts, and recommend changes in company policies as necessary.
  • Lead internal and external audits, investigations, and ATF inspections; coordinate timely and accurate responses to regulatory inquiries.
  • Develop and maintain compliance programs, standard operating procedures, employee training, and internal controls to prevent violations.
  • Monitor legislative and regulatory changes, emerging risks, and trends in firearms and explosives law, advising management on necessary operational updates.
  • Employ risk analysis and due diligence expertise to assess and monitor business processes related to firearms and explosives.
  • Oversee FFL (including SOT and AECA registration) and FEL licensing processes, renewals, and amendments.
  • Collaborate with external and internal teams to ensure compliant reconciliation of records and inventory, and to maintain superior compliance with both the letter and spirit of all applicable regulations.
  • Direct and supervise compliance staff, if hired, ensuring ongoing education and high-performance standards.
  • Prepare and present regular compliance reports to legal, executive leadership, and the Board of Directors.
  • Act as a subject matter expert, providing guidance to employees and business partners on due diligence, policies, and procedures as a Federal Firearms and Explosives Responsible Person.
  • Consult with Legal, Human Resources, Security, and Operations on compliance and risk mitigation.
  • Oversee due diligence on suppliers, vendors, and distributors to ensure their compliance with firearms and explosives laws.
  • Assist the compliance and security teams as needed and maintain a visible presence across multiple facilities
  • Establish efficient, consistent processes to ensure compliance, including developing, documenting, and continuously improving ATF-related procedures and special processes for handling NFA-regulated firearms.
  • Complete other tasks assigned by supervisor.

  • Maintain a clean and organized work area.
  • Timely and regular attendance is required to ensure workflow is not interrupted.

Education

  • Bachelor’s Degree in Business Administration or equivalent experience in place of a degree.

Required Experience & Skills

  • At least 5 years of experience in the firearms compliance field, with a minimum of 3 years in a compliance role and at least 3 years specifically in the firearms industry or a highly regulated environment.
  • Must be familiar with federal firearms laws and policies, ATF compliance rules and regulations, and have hands-on experience with National Firearms Act (NFA) weapons.
  • Demonstrated ability to interpret and apply complex regulations in a business setting.
  • Proven experience managing ATF inspections, audits, and investigations, and collecting, analyzing, and reporting compliance data.
  • Experience with licensing, recordkeeping, compliance training, and process automation or improvement of compliance tools.
  • Excellent written and verbal communication skills, with the ability to influence and educate staff at all levels and convey prudent guidance on policies and procedures.
  • Strong analytical, leadership, and organizational abilities, with proven risk identification, documentation, and mitigation skills.
  • High ethical standards, attention to detail, and discretion with sensitive information.
  • Ability to work collaboratively across business functions to achieve organizational compliance goals.
  • Experience with compliance management software and secure recordkeeping systems.
  • Ability to obtain and maintain a U.S. government-issued security clearance, if needed; U.S. citizenship required.
  • Must have the ability to multi task, effectively manage time and prioritize responsibilities.
  • Must demonstrate a positive attitude and strong interpersonal skills.
  • Must operate with a strong work ethic and high degree of integrity.
  • Strong communication skills and ability to effectively manage deadlines.
  • Ability to be extremely accurate.
  • Fluency in spoken and written English.
  • Excellent computer skills including proficiency in Microsoft Outlook, Word, Excel and PowerPoint.
  • Ability to use email and phone extensions.

Preferred Experience & Skills

  • Technical knowledge of firearms
  • Experience in a compliance or security role for a major defense contractor or regulated manufacturing company.
  • Experience analyzing business risks under the NFA, GCA, SEA, and AECA regulations.
  • Prior experience interfacing with ATF on Employee Possessor Questionnaires (EPQs) and Responsible Person matters.
  • Demonstrated ability to work independently and across teams in a fast-paced, cross-functional environment.

  • Must be at least 18 years old.
  • Ability to legally possess firearms under applicable laws.
  • Ability to pass criminal background test and drug test.
  • Ability to work overtime when required.
