Hybrid Workplace Arrangement

Although this position will be designated under the department’s hybrid workplace program, it will still be required to report to the department office on a scheduled basis and at the discretion of the supervisor, based on business need.

The salary range posted for this position is Q1 $7,834 – Q3 $10,180 /monthly; although a salary range is listed, hiring salary will be set commensurate with the successful candidate’s qualifications and in compliance with the Equal Pay for Equal Work Act.

Description Of Job

The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado. DOI helps consumers by answering their questions, investigating their complaints, and helping them to understand their insurance. The division regulates and monitors insurance companies in Colorado, as well as insurance agents, ensuring all are following the law.

The Life and Health Policy Work Unit includes the operations and staff of four units: The Life and Health Consumer Services Section, the Market Regulation Section, Behavioral Health Unit, Health Insurance Affordability Enterprise Unit and other policy areas including Primary Care and Prescription Drug Affordability.

Position: SFA 4091

This position leads the Behavioral Health Unit and is responsible for directing the implementation of duties related to HB 19-1269, MHPAEA, and associated federal regulations, including ensuring compliance and reporting; and leading the Division’s strategic and policy relationship with the newly created Behavioral Health Administration (BHA). HB 19-1269 requires the Commissioner to adopt rules to establish reasonable time periods for visits with a provider for treatment of a behavioral, mental health, or substance use disorder after an initial visit with a provider. Position oversees the implementation, evaluation, and refinement of requirements for carriers to establish procedures to authorize treatment by nonparticipating providers when a participating provider is not available under network adequacy requirements; and to reimburse treatment or services for behavioral, mental health, or substance use disorders obtained from a nonparticipating provider because the covered service was not available within established time and distance standards using the same methodology the carrier uses to reimburse covered medical services provided by nonparticipating providers. Additionally, the position oversees 1 FTE.

Duties Include, But Are Not Limited To

  • Directing carrier compliance with HB 19-1269 through collaboration with multiple Division teams, including Market Regulation and Life and Health Rates and Forms; and leading team strategy, process development, and coordination on all parity-related issues and violations;
  • Leading carrier communication on identified issues and working collaboratively towards resolution of identified issues;
  • Consulting subject matter experts to inform the parity initiatives of the Division, preparing documents for senior leadership review, and preparing presentations related to the parity work of the Division; and conducting in-depth analysis of parity issues to guide the Division’s strategic priorities in parity enforcement;
  • Leading oversight of commercial market parity testing and investigations, including financial requirements and non-financial requirements (quantitative and non-quantitative treatment limitations);
  • Addressing incoming inquiries on parity-related issues and responding appropriately; developing and implementing an integrated strategic communications plan to advance the Division’s requirement to implement HB 19-1269 and ensure that all parties are regularly updated on the Division’s parity work;
  • Serving as the lead expert for all parity-related issues in private insurance and partnering with experts in other state agencies, organizations, providers, and non-profit organizations involved in behavioral health across Colorado;
  • Supporting process improvement projects through the identification of opportunities and solutions for improvement and the implementation of such solutions; legislative implementation; template revision; and other Division initiatives;
  • Providing strategic direction to staff on establishing processes and procedures for aligning the behavioral health standards (network adequacy, credentialing, reimbursement rates) between the current standards across payers in the commercial market and the standards developed by the BHA;
  • Managing the operations for all of the work conducted by the team, including resolving any operational problems, and generating, distributing, and maintaining workload and other various records, including ensuring the accuracy of leave use and management.

MINIMUM QUALIFICATIONS (MQs)

Option 1: Experience

Nine (9) Years Of Professional* Experience Working For a Healthcare Provider, a Non-profit Health Or Advocacy Organization, In The Health Insurance Industry, In a Health Policy Consulting Environment, Or For a Governmental Regulatory Entity, Performing One (1) Of The Following Three (3) Functions

  • Developing, implementing, or supporting a healthcare policy agenda focused on health insurance access and affordability, including identifying, evaluating and proposing health-related policies, legislation and regulations;
  • Conducting stakeholder outreach and engagement, including building and sustaining relationships with legislators, state agencies, healthcare industry representatives, and state and national interest groups and advocacy organizations;
  • Conducting studies and analyses of programs or projects through active participation in the planning, coordination, development and/or evaluation to improve behavioral health coverage practices or other health coverage issues (access, antidiscrimination, and/or health coverage disparities).

The nine (9) years must include at least two (2) years of one (1) of the following:

  • Formal supervisory** or equivalent experience in managing professional level staff (responsible for the pay, status, and tenure of subordinate employees); OR
  • Experience working as a work leader***, responsible for assigning and reviewing the work of subordinate employees, and holding them accountable for performance.

Option 2: A Combination of Education AND Experience

  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in social work, sociology, psychology, statistics, project management, public administration, public health, political science, healthcare administration, healthcare management, law, or in a field of study directly related to the work assignment; AND
  • Seven (7) years of professional* experience working for a healthcare provider, a non-profit health or advocacy organization, in the health insurance industry, in a health policy consulting environment, or for a governmental regulatory entity, performing one (1) of the following three (3) functions:
    • Developing, implementing, or supporting a healthcare policy agenda focused on health insurance access and affordability, including identifying, evaluating and proposing health-related policies, legislation and regulations;
    • Conducting stakeholder outreach and engagement, including building and sustaining relationships with legislators, state agencies, healthcare industry representatives, and state and national interest groups and advocacy organizations;
    • Conducting studies and analyses of programs or projects through active participation in the planning, coordination, development and/or evaluation to improve behavioral health coverage practices or other health coverage issues (access, antidiscrimination, and/or health coverage disparities).
  • The seven (7) years must include at least two (2) years of one (1) of the following:
    • Formal supervisory** or equivalent experience in managing professional level staff (responsible for the pay, status, and tenure of subordinate employees); OR
    • Experience working as a work leader***, responsible for assigning and reviewing the work of subordinate employees, and holding them accountable for performance.

OR

  • Bachelor’s Degree and Experience: Graduation from an accredited college or university with a bachelor’s degree in social work, sociology, psychology, statistics, project management, public administration, public health, political science, healthcare administration, healthcare management, law, or in a field of study directly related to the work assignment; AND
  • Five (5) years of professional* experience working for a healthcare provider, a non-profit health or advocacy organization, in the health insurance industry, in a health policy consulting environment, or for a governmental regulatory entity, performing one (1) of the following three (3) functions:
    • Developing, implementing, or supporting a healthcare policy agenda focused on health insurance access and affordability, including identifying, evaluating and proposing health-related policies, legislation and regulations;
    • Conducting stakeholder outreach and engagement, including building and sustaining relationships with legislators, state agencies, healthcare industry representatives, and state and national interest groups and advocacy organizations;
    • Conducting studies and analyses of programs or projects through active participation in the planning, coordination, development and/or evaluation to improve behavioral health coverage practices or other health coverage issues (access, antidiscrimination, and/or health coverage disparities).
  • The five (5) years must include at least two (2) years of one (1) of the following:
    • Formal supervisory** or equivalent experience in managing professional level staff (responsible for the pay, status, and tenure of subordinate employees); OR
    • Experience working as a work leader***, responsible for assigning and reviewing the work of subordinate employees, and holding them accountable for performance.

Substitutions

  • Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree.A master’s or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor’s degree requirement.

Preferred Qualifications

  • Master’s degree in a field of study directly related to the work assignment;
  • Experience interpreting or applying stake and federal mental health policy and legislation – specifically the Mental Health Parity Act;
  • Experience providing or coordinating provisions of technical assistance related to reducing behavioral health inequities;
  • Stakeholder engagement and outreach experience, including preparing and providing presentations for various stakeholders to increase knowledge and awareness topics that may include public health or mental health;
  • Experience making policy or decision determinations based on data analysis as it relates to healthcare;
  • Experience applying principles, practices and techniques related to health care reimbursement;
  • Project management experience, including organizational skills and prioritization and delegating of tasks to other team members;
  • Experience promoting the efficient use of policy and regulatory levers to address barriers and create opportunities to advance healthcare transformation efforts.
