Position Overview:

We are seeking a highly skilled and experienced Chief Engineer to join our team. In this role,

you will oversee the engineering and maintenance operations across multiple properties within

our portfolio. Your expertise will be crucial in ensuring the safety, functionality, and efficiency

of our properties’ infrastructure, all while delivering the highest standard of service. You will

perform complex analytical work in providing office and engineering support and field

engineering support for environmental, water, sewer, streets, and other public works projects and

programs ensuring technical competence and compliance with all current codes and criteria.

Key Responsibilities:

● Leadership: Provide leadership and guidance to the engineering and maintenance teams across multiple properties.

● Maintenance: Oversee and manage the preventive maintenance program for all properties, ensuring the longevity and reliability of equipment and systems.

● Budgeting: Collaborate in the creation and management of the engineering department budget, optimizing resources while maintaining quality.

● Compliance: Ensure that all properties adhere to safety, environmental, and regulatory standards.

● Vendor Management: Coordinate and negotiate contracts with external vendors and contractors for repair and maintenance services.

● Team Development: Mentor and develop engineering staff, fostering a culture of excellence and continuous improvement.

● Emergency Response: Be available for on-call support and respond to emergency situations

promptly and effectively.

● Reporting: Maintain detailed records and reports related to maintenance, repairs, andbudgetary expenditures.

  • Minimum 2 years of HVAC experience
  • _ Required finish carpentry skills , such as tape, spackling, and painting _
  • Determines work procedures, prepares work schedules and expedites workflow.
  • Assigns duties and examines work for exactness, neatness and conformance to policies and procedures.
  • Studies and standardizes procedures to improve efficiency of subordinates.
  • Maintains harmony among workers and resolves grievances.
  • Prepares composite reports from individual reports of subordinates.
  • Adjusts errors and resolves complaints.
  • Prepares and documents budget requests; administers adopted budget in department.
  • Assists subordinates in performing duties, as needed.
  • Reviews private project development plans for compliance with codes, regulations and standards, adequacy of applications for permits and compliance with approved plans.
  • Provides project management for the construction of the municipal public works projects.
  • Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project.
  • Maintains city subdivision and public works standards.
  • Assures as-built records of projects and documents necessary changes for the operation and maintenance programs.
  • Responds to public or other inquiries relative to engineering procedures on specific projects and other information. Evaluates issues and options regarding municipal public works and makes recommendations.
  • Reviews utility permits, street use permits, franchise utility permits, etc.
  • Maintains regular contact with consulting engineers, construction project engineers, city, county, state and federal agencies, professional and technical groups and the general public regarding division activities and services.

Work Environment:

 While performing the duties of this job, the employee occasionally works in outside weather

conditions. The employee occasionally works near moving mechanical parts and in high,

precarious places and is occasionally exposed to wet and/or humid conditions, fumes or

airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The

noise level in the work environment is usually quiet to moderate.

Qualifications:

● Bachelor’s degree in Engineering or a related field (preferred).

● Proven experience in engineering and maintenance management, preferably in wireless stores.

● Strong leadership and team management skills.

● In-depth knowledge of building systems, HVAC, electrical, and plumbing, civil engineering principles, practices, and methods, as applicable to a municipal setting; thorough knowledge of applicable city policies, laws, and regulations affecting division activities.

● Budget management experience preferred.

● At least two years in utilities; or any equivalent combination of education and experience.

● Excellent problem-solving and decision-making abilities.

 Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, city officials, and the general public; ability to conduct necessary engineering research and compile comprehensive reports.

 Must possess a valid driver’s license.

 Must be physically capable of moving about on construction work sites and under adverse field conditions.

Physical Demands :

 Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.

 While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl; talk or hear; and smell.

 The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision,depth perception and the ability to adjust focus.

Tools and Equipment Used

 Personal computer, including word processing, spreadsheet, database and computer-aided design software; standard drafting tools; surveying equipment, including level, theodolite and electronic distance measuring devices; motor vehicle; phone; mobile radio.
