Chief Financial Officer | $200,000-$250,000

Responsibilities

The Chief Financial Officer (CFO) oversees the Accounting and Administrative Services and Vendor Management and related functions and directs CFO functions and colleagues. This position is responsible for leading the Incident Management Team and Business Continuity. The Chief Financial Officer reports to the Deputy Executive Director.

Oversees the management of Accounting and Administrative Services functions and colleagues, including Accounting, Administrative Services, Trust Services, and Budget

  • Oversees the administration of debt service funds for bonds issued by the State of Florida, including investment of bond proceeds and applicable portions of pledged revenues, disbursements to bond paying agent for redemption and payment, and serving as escrow agent for refunded bonds
  • Oversees the coordination and preparation of the SBA operating budgets, including expenditures and revenues, in alignment with SBA objectives and strategy
  • Oversees the development and maintenance of a financial and accounting information system, including a proprietary debt service accounting system, portfolio accounting system, general ledger, data warehouse and other ancillary systems as required by the SBA
  • Oversees and coordinates the preparation of financial reporting for the SBA, including but not limited to, financial statement reporting requirements for the Chief Financial Officer of the State of Florida and preparation of the financial statements for the Florida Retirement System (FRS) Trust Fund, FRS Investment Plan Trust Fund, Florida Hurricane Catastrophe Fund, Florida PRIME and other major mandates’ assets invested by the SBA
  • Oversees the SBA’s contract with its global custodian and reviews the custodian’s performance

Oversees the management of Vendor Management functions and colleagues, including Procurement, Contract Administration, Vendor Due Diligence, and Travel Services

  • Oversees the SBA’s vendor management lifecycle including acquisition of goods and services and direct sourcing of vendors to include identification, risk assessment, due diligence, and contractual engagement
  • Oversees the travel program management to ensure cost-effective travel on authorized business

Consults with and advises the ED, DED, executive staff, and directors on accounting and operations matters, business continuity, and strategy of the SBA

  • Ensures compliance with law and generally accepted accounting principles and promotes professional and ethical conduct in the accomplishment of operational objectives
  • Oversees policy development and maintenance for accounting and operations policies and processes, and provides direction in compliance with the SBA’s accounting and operations policies and procedures
  • Oversees the SBA’s business continuity and incident management planning and implementation to mitigate and recover from disruptions to the SBA’s business operations
  • Advises on policies and governance across the SBA, investment portfolio and mandate guidelines, and investment policy statements
  • Leads the collaborative development of the SBA’s strategic plan and related goals, monitors the SBA’s progress in achieving strategic goals
  • Serves on Boards for legal entities created by the SBA, as applicable
  • Serves in executive membership roles, as a leader or participant, on various internal committees and groups
  • Directs and oversees audit-related responses for departments within areas of responsibility and provides support for audit-related responses for sections/departments across the SBA


Manages Human Resources

Demonstrates ability to effectively manage human and financial resources

  • Complies with policies and procedures and utilizes available resources in order to recruit and hire qualified colleagues
  • Ensures colleagues are properly oriented to the department/unit and organization and trained to perform the essential functions of their positions

  • Identifies and assesses department succession management needs, documents succession plans and develops colleague competencies for succession


Manages Financial Resources

  • Evaluates unit/department operations annually and prepares department budget in conjunction with the department’s senior leader and/or Budget Manager to meet anticipated needs
  • Evaluates, negotiates and monitors vendor contracts to ensure goods and services are provided in the most cost-effective manner
  • Manages department expenses within budgeted levels, monitors on a monthly basis and analyzes variances to determine causes
  • Completes expense reports and provides supporting documentation per established policies and procedures
  • Conserves department resources by efficiently utilizing time, equipment and supplies


Develops, implements and monitors strategic plans, or works in collaboration with the senior leader over the department, to contribute to the success of the department/unit and the overall organization

  • Functions as a strategic business advisor to senior leaders regarding organizational strategic objectives
  • Develops, or assists the senior leader over the department with developing a department strategic plan that contributes to the overall strategic objectives of the organization
  • Involves colleagues in the implementation of strategic objectives of the department
  • Ensures successful implementation/deployment of department strategic plans
  • Performs other duties as assigned

Qualifications

Ten years of related experience, with five years of the related experience in a supervisory role. A postsecondary degree may be used as an alternative for years of direct experience; 2 years for an associate’s degree, 4 years for a bachelor’s degree, 6 years for a master’s degree, 7 years for a professional degree, or 9 years for a doctoral degree.

Preferences:

A bachelor’s degree from an accredited college or university in accounting, finance, business, or a related field
A Certified Public Accountant certificate from the  Board of Accountancy

Knowledge, Skills and Abilities:

 

  • Knowledge of investment management operations, vendor processes and/or contract negotiations
  • Knowledge of systems of internal control and government procurement standards
  • General knowledge of financial markets and SBA investment strategies
  • Knowledge of business continuity processes and business impact analysis
