Responsibilities

The Chief Operations Officer (COO) is responsible for leading and managing the firm’s core operational, corporate, and administrative functions to ensure efficient, compliant, and scalable business operations. The COO will oversee Finance, Cash Operations, IT, Back Office, Corporate Secretarial and Governance support (including Board Meetings), Office Management, Facilities, Risk Management, and Data Protection. This role ensures seamless day-to-day execution, contributes to strategic planning, and plays a key part in delivering operational excellence across the business, in alignment with MAS regulatory expectations.

Operational Leadership & Oversight:

  • Oversee the day-to-day operations across Finance, Cash Operations, Back Office, IT, Office Management, and Facilities.
  • Lead initiatives to improve operational efficiency, resilience, and service quality.
  • Design and implement frameworks and controls aligned with MAS expectations and internal policies.
  • Manage technology and infrastructure upgrades and automation projects.

Finance & Cash Operations:

  • Supervise internal finance operations, ensuring timely reconciliation, reporting, and controls.
  • Coordinate with external accounting and audit partners as necessary.
  • Oversee cash flow processes, treasury operations, and capital management with a focus on operational integrity.

Corporate Governance & Board Support:

  • Support the corporate secretarial function, including coordination and documentation of Board and Committee meetings.
  • Ensure compliance with governance obligations, maintain statutory records, and manage filings.

Risk Management & Data Protection:

  • Develop and oversee risk management frameworks to identify and mitigate operational, technological, and business risks.
  • Serve as the firm’s Data Protection Officer (DPO), ensuring adherence to PDPA obligations and internal data policies.
  • Conduct regular risk assessments, including cyber and vendor risks, and support internal audits and BCP testing.

IT & Infrastructure:

  • Manage the firm’s IT function and service providers, ensuring secure, scalable, and compliant technology infrastructure.
  • Oversee system performance, IT support, vendor onboarding, and cybersecurity protocols.

People & Facilities Management:

  • Supervise office management, facilities, and workplace safety and resilience initiatives.
  • Drive a culture of operational excellence and accountability across all functions under the COO remit.

Cross-functional Collaboration:

  • Work closely with Compliance, Legal, and Front Office teams to ensure alignment of operational strategy with business goals.
  • Represent the operations function in senior management and strategic planning forums.

Requirements

  • Bachelor’s degree in Finance, Business Operation Management, or a related
    discipline.
  • Must meet MAS’s Fit and Proper Criteria, including integrity, competence, and
    regulatory reputation/history.
  • Must meet the eligibility criteria to be appointed as a Representative for CMS Licensees, including minimum academic qualification and examination requirements.
  • Previous approval from MAS under a relevant role.
  • Strong understanding of MAS regulatory environment, including MAS operational, data protection, and risk requirements.
  • Demonstrated experience in managing teams across Finance, IT, Risk, and Operations for MAS-regulated financial institutions.
  • At least 8 years of experience in financial services operations within MAS-regulated firms, preferably with exposure to products such as Securities, OTC derivatives (such as CFDs), Units in Collective Investment Schemes, and Knockout Options.
  • Experience in retail investments, trading and/or retail financial services.
  • Strong analytical, problem-solving, and stakeholder engagement skills.
  • Excellent written and verbal communication skills in English.
  • Strong leadership and mentoring ability.
  • Capable of handling complex and non-routine compliance challenges.
  • High ethical standards and commitment to integrity and transparency.
  • Resilient under pressure and adaptable in a fast-paced environment.
  • Business level proficiency in English or above (equivalent to B2 or above in CEFR)
