The Hamilton County Health Department has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health Department employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health Department maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health Department employees are subject to modification to meet the needs of the community.

The Hamilton County Health Department qualifies as a loan repayment site for those meeting eligibility.
Under general supervision, provides medical care to patients and clinical and/or administrative oversight of health department programs; serves as medical director of Primary Care and Homeless Health Clinic.

ESSENTIAL FUNCTIONS

This is a Fair Labor Standards Act defined Exempt Position
Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the amount of hours involved in completing the tasks assigned.

Tasks

Ensures clinical protocols, procedures, and workflows are current and provides evidence-based standards of care; evaluates and prioritizes clinical quality improvement measures and initiatives; participates in the recruitment process for providers and ensures candidates are qualified; represents the agency in the community at third-party meetings and events as needed;
Serves as clinician champion for all clinic projects and initiatives occurring within the organization; provides support and medical supervision to providers; ensures providers meet the cultural, clinical, and performance expectations of the organization through peer reviews, observations, and ongoing performance evaluation;
Serves as a representative to the health care community and other organizations as appropriate; develops positive relationships with local medical groups and hospital medical staff; serves as a member of the program’s leadership team.
Provides primary care services to include patient history, physical exam, and treatment plans; performs procedures and medical work within the scope of their training; integrates the work of the clinic with other programs within the agency and in the community to assist clients; acts as Supervising Physician for the Non-Physician Advanced Providers; available for consultation with such staff; shares in office call coverage, as necessary;
Maintains up-to-date knowledge in the practice of medicine, in relation to the Physician’s Board Certification; becomes familiar with and complies with all Health Department policies and procedures relating to the management of the Primary Care Program and Homeless Health Care Center and its employees; completes legible medical records in a timely manner including completing accurate and timely charting in the Electronic Medical Record on client visits, including orders, test results and progress notes summarizing client care for continuity of care between visits;
Leads and guides a comprehensive quality improvement process which includes routine auditing of medical records to ensure quality clinical care and that clinical protocols are followed; Participates in continuing education programs and provides evidence of necessary education; leads clinical meetings with advanced providers on clinical protocols/management, operations, and education; conducts provider staff meetings and ensures meeting documentation is maintained. Performs other related duties as assigned.

Knowledge, Skills, Abilities, and Other Characteristics

Knowledge of professional practice in the State of Tennessee for medicine, including laws, rules, regulations, practices and procedures.
Knowledge of professional medical practice in area of assignment or specialty.
Knowledge of safety and public health laws, rules, regulations, practices and procedures.
Knowledge of management principles.
Knowledge of evidence based clinical standards of care.
Knowledge of the quality initiative process including clinical quality, review, and improvement.
Knowledge of medical equipment, materials and supplies utilized in the practice of medicine in assigned area.
Knowledge of customer service/public relations practices and procedures.
Knowledge of counseling methods practices and procedures.
Knowledge of utilizing and maintaining electronic medical records.
Skill referring patients for additional medical care or other community resources.
Skill providing medical care and assistance to patients who may be upset, argumentative, or non-cooperative.
Skill utilizing verbal and written communication in counseling patients and parents, and family members.
Skill instructing and utilizing universal health and safety precautions in the clinical setting.
Skill providing oversight to other medical staff.
Skill utilizing customer service techniques in responding to inquiries and complaints.
Skill establishing and maintaining effective working relationships with individuals and teams.
Skill effectively communicating in both oral and written form.

Minimum Qualifications

Must have graduated from an accredited school of medicine with a Doctor of Medicine Degree (MD) or Doctor of Osteopathy degree (DO).
Must possess a State of Tennessee medical license or have applied for licensure in the State of Tennessee.
Must possess a Drug Enforcement Administration (DEA) registration.
Must have completed residency for Internal Medicine or Family Practice and must be board certified or eligible for board certification in Internal Medicine or Family Practice within one (1) year of date of hire.
Must possess a valid driver’s license.

PREFERRED QUALIFICATIONS
:
One (1) year or more of leadership or management experience within a clinical or hospital setting is preferred.

PHYSICAL REQUIREMENTS
:
Work requires risk of exposure to infectious diseases and challenging or potentially escalating situations at clinical sites or while providing direct medical care services to patients, and irregular hours if providing on-call coverage or oversight responsibilities for primary care patients.
