Director, Enterprise Special Services (Budget, Fleet & Asset Management, Commuter Services, Parking, and Badging)

Responsibilities

Reporting to the Chief Public Safety & Security Officer, the Public Safety Director – Enterprise Special Services has the responsibility for strategic management and oversight of the following key program areas:

  • Fleet Management
  • Badging & Credentialing
  • Parking & Commuter Services
  • Public Safety Asset Management
  • Budget & Position Management

Essential Functions

  • Interacts with co-workers, visitors, and other staff consistent with the values of Jefferson.
  • Manages, designs, plans, and implements systems that facilitate public safety asset and fleet management programs.
  • Oversees the planning process for asset acquisition, life-cycle replacement, fleet management, and asset disposal.
  • Effectively manages, coordinates, and establishes an enterprise fleet management program to purchase proprietarily owned or leased vehicles through an outsourced leasing partnership for Jefferson Healthcare, Thomas Jefferson University, and Jefferson corporate departments/programs.
  • Oversees the development and implementation of the corporate enterprise badging/credentialing program, operational standards, policies, and best practices.
  • Provides administrative and technical oversight to enhance parking garage operations.
  • Develops long-term plans and strategies for parking garage inventories and third-party MOA’s.
  • Partners with Human Resources to manage and coordinate the employee commuter benefits program and service delivery model.
  • Responsible for analyzing the Public Safety Department’s budget information (formulation, execution, and spend-plans).
  • Design and present departmental and enterprise level budget models.
  • Partners with H/R to provide analysis and strategic recommendation around existing and new position requests.
  • Responsible for verifying funding and budget status; analysis of position changes; and transferring/reallocating open positions within the Public Safety Department.
  • Ensures the integrity and accuracy of the position management system information (i.e. employee status, title, classifications, education, etc.).

Qualifications

Knowledge, Skills, & Required Abilities

  • Independent judgment is required to recommend departmental or organizational objectives regarding all mission objectives and essential functions noted.
  • Experience with applying established technology solutions to enhance individual or team service delivery models, group efficiency, and effectiveness.
  • Strong financial, analytical, and project management skills
  • Working knowledge of asset, financial, and business analytics management software
  • Strong written and verbal communication skills

Requirements

  • Bachelor’s degree or equivalent required, Master’s degree preferred
  • Requires 10+ years of managerial and operational experience
  • At least 3 – 5 years’ experience with budget and financial analysis
