Responsibilities:
(EOC) and Emergency Management (EM) Programs; provide training and education throughout the organization on EOC and EM topics, including developing written materials for front line staff; and conduct gap analysis to ensure the programs complies with The Joint Commission (TJC), OSHA, CMS (Center for Medicare and Medicaid Services and EPA regulations.
Ensure that all components of the EOC and EM Programs comply with TJC, OSHA, EPA, DOH, CMMS and
DHS regulations and standards; utilize the Joint Commission gap analysis to review existing policies/procedures, identify gaps in the programs and report findings with recommended corrective actions/resolutions to the Chief of Staff Associate Vice President; prioritize tasks to update/revise all related documents as well as the Emergency Operations Plan; maintain current knowledge on all relevant issues, laws and regulations.
Active participation and coordination of HRSA and other Grant requirements.
Develop and facilitate education programs and training materials on all disciplines in the environment of care, emergency management and disaster preparedness topics for Department Heads and front line staff; collaborate with the EOC Committee, EM Committee and all departments to develop training materials that fit the needs of each department; establish and maintain the EOC and EM on-line content.
Serve as a liaison at the local and regional level to ensure meetings and Unified Command include a representative from Riverside Health. Partner with local/regional emergency management agencies to ensure our Comprehensive Emergency Management Program is consistent with regional expectations; ensure the Hospital’s role is reviewed/revised annually and communicated to all Riverside Health Staff.
Coordinate and oversee the activities of the Environment of Care Committee; prepare agendas, prepare/provide meeting materials, and chair EOCC meetings.
Coordinate and assist in overseeing the activities of the Emergency Management Committee; prepare agendas, prepare/provide meeting materials, and chair/co-chair EMC meetings as needed; oversee the Emergency Response Team (ERT) as needed. Oversee the maintenance of the Hospital Command Center (HCC) and all processes involved in the operation of the Center; maintain all equipment, plans and procedures in the HCC; conduct After Action Reviews following all activations, identifies and implement improvement processes. Document and file all After Action Reviews with the Hospital leadership as required.
Oversee and implement systematic emergency drills in collaboration with the Emergency Management
Committee (EMC); ensure all Emergency Response Plans are maintained for each of the emergencies identified as priorities in the Hazard identification & Vulnerability Analysis, that issues are identified and action plans are documented; coordinate completion of action plans to improve response outcomes.
coordinate the development of emergency response plans for departments and Riverside Health; provide assistance and direction to department representatives to complete Department Safety’ Plans; compile and organize the Emergency Operations Plan, conducting gaps analysis, identifying solutions, and developing policy and procedures; ensure all department plans are current and support the purpose of the Comprehensive Emergency Management Program.
Understands and adheres to the Riverside Health Performance Standards, Policies and Procedures. Performs all other duties as assigned.
May be exposed to chemicals necessary to perform required tasks. Any hazardous chemicals the employee may be exposed to are listed in the Hospital’s Safety Data Sheet (SDS) data base and may be accessed through the Hospital’s Intra-net site (Employee Tools/SDS Access). A copy of the SDS data base can also be found at the Hospital switchboard, saved on a disc.
Qualifications:
Excellent written/oral communication and interpersonal skills
Demonstrated project management skills
Ability to facilitate progress in a staff role, rather than from a position of direct line authority
Ability to identify’ client needs, assess requirements and identify solutions
Ability to develop and deliver effective EOC and EM training modules
Minimum of 5 years’ experience in the Environment of Care and Emergency Management. ICS 100, 200, 700 in a hospital setting required
Master’s Degree in management, emergency management, health-care or related field.
Experience as a Safety Officer and/or member and/or chair of an EOC and EM committee or subcommittee. ICS 300, 400 and HSEEP
