The Opportunity

As the Director of Operations and Development for Circle Sage, you will be a crucial leader responsible for overseeing the management, development, and growth of our existing and expanding portfolio of residential and commercial real estate offerings. You will lead a team and play a pivotal role in ensuring the financial success and operational efficiency of the portfolio. Your strategic vision and operational expertise will guide the organization toward sustainable growth while upholding the highest standards of performance. Your work will be celebrated throughout the Mille Lacs Tribal Economy and the rest of rural Minnesota, in large part, due to your adventurous, creative, and open mind.

Your Area Of Influence

Portfolio Management (50-75%)

Financial

  • Drive overall financial results for the portfolio including overseeing investor relations and reporting.
  • Prepare, review and conduct analysis of detailed budget variances, income/expense, capital expenditures, leasing costs, NOI and cash flow, financial analysis of capex projects relative to each property operational and financial status and goals.
  • Track, analyze and report on a variety of operating metrics covering leasing, violations/compliance, accounts payable, accounts receivable, capital work, tenants’ issues, Fair Housing requests, emergency repairs, risk/loss, etc.
  • Implement programs designed to increase NOI and/or property value.
  • Prepare plans to ensure optimal performance of each property based on past results, future performance indicators and insights about the market and leader insights.

Operational Excellence

  • Track, analyze, and report on a variety of operating metrics covering leasing, violations/compliance, accounts payable, accounts receivable, capital work, tenants’ issues, Fair Housing requests, emergency repairs, risk/loss, etc.
  • Responsible for providing direction and executing operational processes and procedures.
  • Identify operational efficiencies, sharing within the company portfolio and champions operational excellence to maximize all resources.
  • Coordinate and implements marketing strategies, advertising campaigns, and resident retention programs for their region.
  • Direct the implementation of preventative maintenance programs for mechanical systems, roofs, building exteriors, and structural building components.
  • Directly oversee all large-scale capital improvement projects.
  • Ensure and oversee training for sales/leasing, marketing, maintenance, and other support staff.
  • Periodically travel to assigned properties to inspect the common areas, parking lots, car ports, models and vacant apartments and ensure that the property has sharp curb appeal. Leadership Development & Associate Engagement
  • Motivates and leads a high-performance team; attracts, recruits, and retains qualified members of the operations team; provides mentoring to the Associates career development.

  • Builds a culture of continuous improvement. Translates the overall business strategy into day-to-day execution, providing coaching and feedback to Associates and support teams.
  • Coach, develop, mentor and train Mille Lacs Band Members within the business and across MLCV.
  • Applies a broad and long-term perspective to decisions based on daily operational activities to drive results.
  • Serve on committees of local service clubs, charitable giving programs, merchant associations, Chamber of Commerce, or other business networking groups. Expected to participate in service projects, and to establish and maintain contacts within the community to promote Circle Sage and affiliates. Housing & Commercial Development (12.5-25%)
  • Lead and support housing planning activities that meet strategic objectives of Circle Sage and MLCV.
  • Coordinate feasibility studies, market, and quantitative analyses of economic conditions for potential projects and ventures including financial statement valuation analysis, business plans, “pitch books”, and other financial information necessary for analysis of an investment.
  • Build complex financial analyses, including the development of complex cash flow projections, operating pro formas, and valuation models.
  • Manage various development, grant, and construction projects from start to finish including setting targets for milestones, adhering to deadlines, and allocating resources, assisting in the definition of project scope and goals, preparation of required documentation for internal and external partners, managing changes to the project, and overall management of the project or grant.
  • Develop and coordinate planning documents such as strategic and land use plans, economic assessment worksheets, storm water prevention plans, needs assessments, cooperative agreements, RFP’s, etc.
  • Gather and share data with relevant stakeholders where applicable.
  • Direct assigned real estate development including coordinating financial packaging, acquisition, predevelopment, construction, and permanent financing.
  • Oversees overall progress of projects in terms of budgets and timelines.
  • Maintain a working knowledge of significant developments and trends in the field.
  • Seek out and prepare grant applications for assigned projects and initiatives. Assume responsibility for internal controls of awarded grants and any reporting requirements.
  • Perform other related work as identified or assigned. Special Projects (12.5-25%)
  • Successfully manage special projects as assigned from concept to completion and handle time sensitive and stressful assignments.
  • Work with stakeholders and senior management to define project scope, goals and deliverables that support business goals.
  • Build and maintain positive relationships based on trust and value through communication, client service, and performance. May participate in preparing or contributing to the development of proposals and proposal materials.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.
  • Problem solves to address delays, emergencies, audit, or other issues related to projects.

What Qualifies You

  • Bachelor’s degree in relevant focus area including rural or urban planning, business, real estate, finance, economics, accounting.
  • At least 10 years of experience managing a residential portfolio of properties with at least 10 multifamily properties.
  • At least 5 years of experience with government affordable housing programs and/or multifamily asset management experience.
  • At least 5 years of experience leading the development of residential multifamily housing, that leveraged multiple forms of financing.
  • Mille Lacs Band Member and American Indian preference will be exercised in the hiring process.

Work Conditions

  • A flexible work schedule is available including remote work. Candidate must be willing to live in Minnesota; final schedule to be determined at hire.
  • Travel from site to site, be on-call, and able to climb stairs/ladders, lift and bend.
