Director, Planning and Performance Enablement

Your Role

Reporting to the Vice President of Medical Care Solutions, the role of the Director Planning and Performance Enablement is critical to the success of Blue Shield of California and the Medical Care Solutions team. The Director Planning and Performance Enablement will direct Medical Care Solutions teams in realizing department goals and objectives that create value and meaning for our members, provider, brokers and employers. This individual will play a key role leading and ensuring the Medical Care Solutions delivery, enablement and execution on all aspects of business transformation, strategic planning, workforce optimization, incident management, communication and employee engagement. Also a key focus area will be fostering support and partnerships with critical leadership and enterprise stakeholders including operations, Line of Business General Managers, transformation, network management, quality, information technology, finance, growth and other strategic partner to prioritize and execute on BSC’s key growth initiatives.

Your Work

In this role, you will:

Strategy and Execution

  • Develop business strategies and operating plans that enable improved care delivery and align with company goals and objectives, internal and external customer expectations, and meet competitive benchmarks. Ensure decisions, prioritization, and planning align to the overall end-to-end member Medical Care Solutions multi-year roadmap and enables the team to meet both short-term and long-term goals
  • Develop and maintain external partnerships with industry leaders, regulatory bodies, and key stakeholders to advance Medical Care Solutions’ strategic objectives and influence the broader Health Solutions Operations goals
  • Implement effective governance and 360 feedback processes for improved efficiency and effectiveness for the MCS organization. Designs, implements, and runs governance model for managing performance against annual plan
  • Lead and enable team members in establishing programs and processes to ensure tracking, management and organization of goals, milestones and results for stakeholder communications, progress and goal enablement
  • Serve as point person for driving and facilitating yearly strategic planning and business case development for the overall Medical Care Solutions organization
  • Oversee staff engaged in incident management, ensures departmental objectives are met, and provides oversight for day-to-day activities
  • Serve as the escalation contact for high-profile incidents and manage activities such as incident resolution, root cause analysis, and continuous process improvement
  • Support VP in preparing board materials/presentation; owns VP communications internally and externally in coordination with internal stakeholders

Performance, Quality, and Change Management

  • Represent Medical Care Solutions in relevant Run and Grow initiatives, including delivering requirements, supporting planning and execution, leading change deployment with relevant staff, and delivering on intended outcomes
  • Enable change management for Medical Care Solutions to ensure actionable change and process execution within transformation and strategically identified areas to ensure systems and process transformation within key functional areas
  • Own the coordination and organization of business units’ employee engagement action planning
  • Drives efforts to improve and address employee engagement feedback obtained through annual survey

Your Knowledge and Experience

  • Bachelor’s degree required
  • Requires a minimum of 10 years prior relevant experience, including 6 years of management experience
  • Requires at least 10 years prior experience in a health plan or managed care organization
  • Requires broad management and leadership knowledge to lead project teams and/or multiple job areas. Demonstrated mastery level knowledge and skills within a managed care environment with broad understanding of operations and clinical delivery
  • Health Plan markets, sales, and account management support preferred
  • Lean Sigma background preferred
  • Experience managing healthcare projects or programs in complex environments, working with high demand, fast-paced organization
  • Exceptional verbal and written communication and program/project management skills, including an ability to communicate effectively at an executive level
  • Experience managing mid-to-large sized teams and influencing adjacent matrixed cross-functional teams
  • Maintain functional and strategic knowledge of current and emerging technology and product trends to anticipate new initiatives and set direction for the roadmap
  • Ability to craft simple and elegant solutions to complex problems
  • Experience, desire and drive to mentor team members and inspire professional growth and cohesion through leadership by example

  • Hybrid (Default): Work from a business unit-approved office at least two (2) times per month (for roles below Director-level) or once per week (for Director-level roles and above). Exceptions:

o Member-facing and approved out-of-state roles remain remote.

o Employees living more than 50 miles from their assigned offices are expected to work with their managers on a plan for periodic office visits.

o For employees with medical conditions that may impact their ability to work in-office, we are committed to engaging in an interactive process and providing reasonable accommodations to ensure their work environment is conducive to their success and well-being.

  • On-Site: Work from a business unit-approved office an average of four (4) or more days a week.

Physical Requirements:

Office Environment – roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork – Activity level: Sedentary, frequency most of work day.
