HJF is seeking aDirector, USU Outlying Center Activity to be the point of contact for Uniformed Services University (USU) Centers (related clinical trial and associated research activities) in San Antonio, TX, San Diego, CA, and other outlying (non-National Capital Area) locations. Coordinates and integrates research activities across USU Centers and activities across a complex portfolio of research in outlying medical treatment facilities (MTFs). This position supports the USU portfolio. This is a part-time position 21+ hours/week.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF’s support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities

  • Operational: Functions as a liaison between the USU Portfolio leadership and USU Centers Operations across their National Clinical Network sites. Coordinates distant center research activity at MTFs in coordination with Domestic Operations leadership, USU Portfolio lead, USU Portfolio Center Directors, HJF Home Office and key business leadership. Includes:
    • Works in close coordination with and in support of HJF site leads at outlying MTFs.
    • Engages closely with USU Center Directors and Center Program managers (PMs) to understand the challenges and obstacles impeding clinical trials research at outlying MTFs.
    • Provides tactical and strategic guidance to client USU Center Directors, Principal Investigators (PIs), and various PMs regarding operations at outlying MTFs.
    • As appropriate, and in coordination with HJF site leads, engages with outlying MTF leadership to enhance research support and optimize research environment for USU Centers.
    • Works closely with and supports HJF Strategic Initiatives and capture managers to promote research opportunities for USU Centers and others PIs at outlying MTFs.
    • Serves as senior USU Portfolio representative to USU South and Schools-the College of Allied Health Sciences (CAHS) and the Post Graduate Dental College (PGDC). Engages with Deans and federal staff to ensure robust HJF support for CAHS and PGDC.
    • Supports Center Directors through 5-Year review process by enhancing operational effectiveness of clinical trials at outlying MTFs.
    • Advises on resource utilization, workflow, and operational procedures to maximize efficiency and productivity for USU Centers with clinical trials at outlying MTFs.
    • Provides metrics and analysis to support data-driven decision-making.
    • Develops and implements best practices across the spectrum of program/research execution for the USU Portfolio
    • Assists with the development and implementation of Objectives & Key Results (OKRs) for the USU Portfolio.
    • Interprets and disseminates customer business and HJF policies for USU Centers at outlying MTFs
    • Leads customer engagement and manages customer expectations for USU Centers operating at outlying MTFs.
    • Interacts with project stakeholders by facilitating information flow as a liaison between customer business, HJF Home Office, and USU Portfolio managed research activities.
  • Personnel Management
    • As applicable, provides guidance to senior Center Program Managers, Directors of Operations and/or other non-PM direct reports within the USU Portfolio.
    • Serves as supervisor for HJF staff at two USU Colleges (College of Allied Health Sciences and Post Graduate Dental College) and other sites as needed.
    • Conducts annual performance evaluations for supervised staff.
    • Initiates, coordinates, and conducts personnel actions as needed.
  • Financial Management and Oversight
    • Supports the development of large and complex research budgets for USU Centers at outlying MTFs.
    • Provides support in the analysis of costs and pricing data to verify and substantiate direct and indirect costs.
    • In coordination with USU Center PMs, supports appropriate, efficient, and timely financial execution of research efforts.
  • Other Duties
    • May represent the USU Portfolio at HJF and customer business meetings and other required events. May serve as the Acting Portfolio Lead.
    • May perform other duties and responsibilities (for example, special projects) as assigned.
    • May be asked to provide status reports on all supported research Centers or large programs.
    • May include budgetary responsibility to plan/forecast, prepare, approve, and monitor budgets.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications

Education and Experience

  • Master’s Degree in Business Administration, Public Health, or related field is required.
  • Minimum of 15 years experience required. Years of experience operating in customer business environment may be substituted for education.

Required Knowledge, Skills And Abilities

  • Excellent communication & interpersonal skills.
  • Ability to work in a team in a fast-paced & deadline driven environment.
  • Organized, self-motivated, detail oriented with highly developed financial & management skills.
  • Extensive experience and familiarity with military treatment facilities; staffing, resource availability, mission.
  • Ability to work independently, use sound judgement in solving complex problems and coordinate many multifaceted processes and programs simultaneously and under short timelines.

Work Environment

  • This position will take place primarily in an office setting.
