EXECUTIVE DIRECTOR, GLOBAL MARKET ACCESS
Summary
The Executive Director, Global Market Access will serve as a pivotal leader in the commercialization of Ionis’ portfolio, driving market access strategy and execution across therapeutic areas. This individual will provide critical strategic input into clinical and commercial development plans, ensuring that pipeline assets are optimized for global market readiness. In addition to shaping access strategies, the Executive Director will collaborate closely with the U.S. market access team to align global and regional initiatives and play a key role in business development activities, including due diligence efforts.
This position reports to the Senior Vice President of New Product Planning and will lead the development and execution of global market access and pricing strategies, tools, and resources to support optimal access for Ionis’ pipeline products. The Executive Director will ensure that global perspectives are integrated into the access strategy and that pricing and reimbursement considerations are aligned across regions. They will also keep leadership informed of evolving global trends and policy and procedure evolution related to disease pricing and reimbursement. In close collaboration with the HEOR team, this individual will help ensure that clinical trials and health economic research are designed to generate the evidence required for impactful Health Technology Assessment (HTA) and Pricing & Reimbursement (P&R) submissions.
Responsibilities
The Executive Director, Global Market Access will:
- Lead the development of global market access strategies and plans for Ionis’ pipeline products, including the creation of core value propositions, key value messages, and identification of critical evidence requirements.
- Design and implement plans for obtaining scientific advice on clinical development programs to ensure study designs, endpoints, and analyses generate the evidence needed for payer and HTA submissions.
- Formulate and present initial pricing and reimbursement strategies to support optimal P&R outcomes across all target markets.
- Collaborate closely with the HEOR team to ensure alignment between market access needs and health economic research plans for pipeline assets.
- Partner with clinical development and regulatory affairs to incorporate payer- and patient-relevant evidence into clinical development strategies.
- Work cross-functionally with New Product Strategy teams to secure alignment and support for market access strategies that drive pricing, reimbursement, and product utilization.
- Identify and assess global market access risks and opportunities, integrating them into product strategies and reflecting them in Target Product Profiles (TPPs).
- Build and lead a high-performing Global Market Access team, fostering a culture of excellence and continuous development.
- Contribute market access insights to lifecycle management planning across assets at the relevant stage gate in development.
- Support Ionis and partner commercialization efforts, ensuring timely payer engagement and optimal pricing, reimbursement, and coverage for commercial assets.
- Develop and disseminate policies and procedures, as needed, to support efficient, compliant, and strategically aligned pricing and reimbursement submissions.
- Serve as a member of the New Product Planning leadership team and lead other Ionis initiatives as necessary.
Requirements
- Bachelor’s degree in life sciences, a scientific discipline, or a related technical field required
- Advanced degree (e.g., Master’s, PhD, PharmD, or MD) strongly preferred
- Advanced degree in health economics, outcomes research, public health, or health policy is highly desirable
- Proven expertise in global Market Access, with a strong understanding of HEOR for both commercial-stage and pipeline products
- Experience in rare disease, orphan, or ultra-orphan product markets is highly desirable
- Minimum of 7 years of experience in developing and implementing Market Access and HEOR strategies across global markets
- Deep understanding of market access and HTA processes, and how HEOR evidence informs payer decision-making
- In-depth knowledge of healthcare systems and reimbursement landscapes in the U.S. and major EU markets
- Exceptional verbal and written communication skills, with the ability to convey complex concepts clearly and persuasively
- Strong analytical and strategic thinking capabilities
- Excellent project management skills, with a track record of delivering results across multiple initiatives
- Demonstrated ability to build, lead, and develop high-performing teams, and to foster effective cross-functional collaboration
- Experience managing multiple projects across diverse therapeutic areas in a dynamic, fast-paced environment
- Travel required up to 25%
