Head of Group Supervisory Interactions

Job Description:

Within the Department of Prudential Affairs – Group CRO Direction 

The Prudential Affairs Department is in the CRO area. It applies its regulatory expertise to protect SCOR’s ability to perform while fostering trust from supervisors. lt monitors the prudential regulations and advises the Group. 

lt ensures the Group actively positions itself vis-a-vis the different jurisdictions and requirements to which it is exposed or could be exposed, notably by coordinating SCOR’s actions to comply with regulatory requirements for the supervision of (re)insurance companies and Groups in France and SCOR’s interactions with the Autorité de Contrôle Prudentiel et de Résolution (ACPR) and by monitoring SCOR’s interactions with (re)insurance supervisors worldwide through regular contacts with the SCOR teams in charge locally. lt also coordinates the Group’s efforts to adapt to new major prudential regulations, such as Solvency Il review or recovery planning. 

  • Coordinate SCOR’s interactions with the Autorité de Contrôle Prudentiel et de Résolution (ACPR) and monitor SCOR’s interactions with (re)insurance supervisors through regular contacts with the SCOR teams in charge locally. 
  • Coordinate SCOR’s actions to comply with regulatory requirements for the Group supervision.
  • Lead the Supervisory Interactions team, support the development of their competencies to ensure they can efficiently support the responsibilities of the department.

  • Define strategy with SCOR management for interactions with the ACPR and lead corresponding external and internal interactions.
  • Contribute to the definition of strategy of interactions with SCOR supervisors worldwide;
  • For topics raised by ACPR or to be addressed with ACPR (regulatory reporting, notifications, inspections … ), manage or participate in regular committees or set up ad hoc projects to define SCOR’s approach and answer with relevant stakeholders in due time and with appropriate governance;
  • Manages interactions with internal stakeholders to prepare all meetings with ACPR in particular monthly Copil (briefing note, … ); lead the meetings and follow-up on actions;
  • Participate in coordinating position on Solvency towards European supervisors and stay informed of topics involving ACPR; participate in market discussion forum and working groups;
  • Lead the preparations of the College of Supervisors meeting and the annual meeting between ACPR and SCOR executive managements (organization, presentation etc.);
  • Is accountable for appropriateness of information made public and/or sent to ACPR with regards to in force regulation and on-going discussions with supervisors (provide interpretation of the regulatory texts and feedback on documents);
  • Contribute to the company’s knowledge management on the regulatory and supervisory matters related to Solvency Il (e.g. newsletter, training or education sessions, position papers, etc);
  • Coordinate ad hoc studies/data collections requested by regulators/supervisors on a various range of topics (climate change, governance, cyber, etc.);
  • Lead preparations for authorisations and notifications on a wide range of topics (restructurings, portfolio transfers, key function holders, internal model related applications etc.);
  • Is recognized and consulted as expert in strategic Group projects;
  • Support requests or projects stemming from other departments or local entities on Solvency 2 matters as necessary;
  • Lead the Supervisory Interactions team, support the development of their competences to ensure they can efficiently support the responsibilities of the department.
  • Within the Group, you’ll interact with many interlocutors based worldwide for any topic raised by the Autorité de Contrôle Prudentiel et de Résolution: CRO teams, local teams in charge of supervisory interactions, General Secretary, Legal Department, Business Unit teams etc.

    Experience: 

  • 15+ years of experience
  • Strong business acumen in reinsurance, insurance, actuarial, risk management 
  • Strong experience in Regulatory Affairs, previous experience with supervisors (e.g. ACPR) is expected
  • Experience in leading projects and/or managing people would be appreciated
  • Soft skills: 

  • Project Management skills 
  • Interpersonal and communication skills, critical sense. Ability to structure impactful messages for delivery at executive level. 
  • Ability and willingness to work in a multi-cultural environment
  • Analytical capabilities and strategic perspectives. Ability to build a synthesis, construct an argumentary and convince based on facts and rigor of reasoning.
  • Strategic skills and “Can do” attitude . You will be practical and resourceful and a true team player.
  • Ability to convince and lead a team towards a commun goal
  • Managerial competencies (if applicable):

  • Experience in leading projects and/or managing people would be appreciated
  • Education: 

  • Master degree in Finance/Risk Management/Insurance Law/Actuarial Science or equivalent experience
  • Languages:

  • Full proficiency English and French (written and spoken).
