In the past 24 months, the State of Iowa has undergone a remarkable transformation, including a generational reorganization of cabinet agencies and the consolidation of the technology workforce. Following consolidation, DOM DoIT implemented a new organizational design, grouping staff into functional teams and transitioning to product-based delivery. The Product Delivery team manages executive relationships across the enterprise and plays a critical role in IT governance and product management. This role is ideal for a candidate looking to make an impact at an enterprise level, implementing long-lasting change that will drive innovation and efficiencies for the State of Iowa.
Successful candidates for this role will have demonstrated experience developing and leading high-performing IT teams, with a deep understanding of core leadership principles, IT operations, and government relations. This position will require experience leading teams through large-scale organizational change. The ability to effectively communicate and leverage relationships across all levels of the enterprise will be critical to success.
Responsibilities Of The Associate CIO Include
- Provide leadership and direction to functional teams for the successful delivery of state-wide and agency outcomes
- Provide leadership in the development of strategic and operational plans
- Recruit, develop, and retain talent within DoIT
- Develop, champion and enforce standards, processes and practices to unify DoIT operations
- Manage resource allocations across teams to align with demand and maximize impact
- Manage and propose budgets to meet current and forecasted demands
- Establish strong working relationships with stakeholders at all levels across the enterprise
- Communicate status, needs and expectations effectively to ensure alignment of agency leadership and team members
- Foster culture of innovation, collaboration, continuous improvement, and customer service across and within functional teams
- Implement and utilize status reporting, metrics and benchmarks to measure performance

Minimum Qualification Requirements
Graduation from an accredited four-year college or university and experience equal to eight years of full-time professional work in information technology systems management which included four years of management experience in the area of application design and development or four years in managing professional staff engaged in the installation and operation of mainframe equipment;
OR
an equivalent combination of education and experience substituting the equivalent of six months full time work experience in developing computer applications, maintaining computer software systems or computer operations for one year of the required education to a maximum substitution of two years;
OR
substitution of one year (thirty semester of equivalent hours) of graduate level course work in Computer Science or Management Information Systems for one year of the required experience to a maximum substitution of one year;
OR
employees with current continuous experience in the state executive branch that includes experience equal to one year of full time work as an Information Technology Administrator 3;
OR
employees with current continuous experience in the state executive branch that includes experience equal to eighteen months of full time work as an Information Technology Administrator 2.
