New hires are typically brought into the organization between $91,373.00 – $121,069.00 a year. $121,069 is not a ceiling if you are successful and continue to advance in the job. Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work two (2) days in office, with three (3) days work from home. In office days will be at the Wellington E. Webb Municipal Office Building located at, 201 W. Colfax Ave., Denver, CO 80202. Office hours are 8:00AM – 5:00PM, Monday – Friday. Employees must work within the state of Colorado on their off-site days.

Who We Are

The Office of the Independent Monitor (OIM) provides civilian oversight of the Denver Police Department (DPD) and the Denver Sheriff Department (DSD). The OIM is an equal opportunity employer with a commitment to diversity in the workplace.

The OIM seeks to ensure accountability, effectiveness, and transparency in the DPD and DSD disciplinary processes by:

  • Monitoring internal affairs investigations involving uniformed DPD and DSD personnel
  • Making recommendations on findings and discipline
  • Publicly reporting on patterns of complaints, findings, and discipline
  • Making recommendations regarding policy issues; and,
  • Promoting alternative and innovative means for resolving police complaints, such as mediation

What You’ll Do

The City and County of Denver’s Office of the Independent Monitor is seeking a dedicated and experienced Policy Director to join the team. Under the supervision of the Independent Monitor, the Policy Director will supervise the OIM’s policy team and manage its efforts to conduct systematic analyses of DPD and DSD policies, practices, and training.

Specifically, the Policy Director will:

  • Manage OIM evaluations of DPD and DSD policies, practices, and training by developing work plans, assigning research tasks, conducting analysis, and drafting written summaries
  • Coordinate internal OIM data collection and reporting efforts related to complaint intake and the review of administrative investigations into misconduct complaints and critical incidents
  • Manage and analyze DPD and DSD data for ad-hoc research requests, policy projects, and routine reporting
  • Prepare regular OIM reports about patterns in complaints, investigation outcomes, and policy issues
  • Represent the OIM in meetings with members of other City and County of Denver personnel, the Denver community, and oversight agencies from other jurisdictions to address issues related to public safety policy and practice
  • Work with the Independent Monitor to determine priorities for the policy team and supervise the work of two senior policy analysts
  • Perform other related duties as assigned or requested

What You’ll Bring

Our ideal candidate will have all or some of the following:

  • A graduate degree in criminal justice, criminology, sociology, political science, public policy, public affairs, or a discipline that includes the application of statistical analysis and social science research methods
  • Three (3) or more years experience supervising staff who conduct applied research in a government or policy-focused setting or six (6) or more years conducting such applied research
  • Expertise in best practices and academic research associated with law enforcement, corrections, and criminal justice oversight
  • The ability to produce error-free written reports for the public and policy makers
  • Experience using statistical software such as Stata, R, or SPSS

Required Minimum Qualifications

  • Education requirement: Bachelor’s Degree in a related field based on a specific position.
  • Experience Requirement: Seven (7) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: None

  • Candidates must pass a rigorous background check, which may include criminal background and 10-year employment and education verification. Additional checks such as credit and drug testing may also be required.
