Supervisory Biomedical Engineer (Clinical) – Chief, Clinical Engineering

An organization are seeking a Supervisory Biomedical Engineer (Clinical) – Chief, Clinical Engineering supports and advances patient care by applying engineering and managerial skills to healthcare technology as demonstrated by the following major responsibilities:

  1. Complete responsibility for conducting an equipment management program that meets current Joint Commission and National Fire Protection Association (NFPA) requirements. The breadth of technology is typical of a tertiary care and/or university-affiliated institution.
  2. Assuring the provision of a continuing education program for clinical staff addressing the principles and application of medical instrumentation used in the delivery of healthcare. This requires skill to effectively communicate, both orally and in writing, with a wide variety of individuals, including technical and professional clinical staff, to communicate technical information including the safe and effective use of medical equipment and technology.
  3. Managing a recall and safety alert program for medical devices, including medical device incident investigations to assure compliance with patient safety goals, Safe Medical Devices Act (SMDA), and Joint Commission requirements.
  4. Advising clinical, administrative, and leadership staff on medical engineering technology, including existing and emerging technology, addressing viability, long-term suitability, compatibility, and/or safety while keeping abreast of changes in technology and utilizing information gained in the solution of biomedical engineering problems.
  5. Conducting capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
  6. Serving as the institutional expert in the field of biomedical engineering who directly supports the most complex and specialized clinical technology including service, system administration, training, and quality assurance.

Work Schedule: Monday through Friday, 8:00am – 4:30pm

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Basic Requirements:

  1. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  2. English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English.
  3. Education and/or Experience:
    1. Bachelor’s Degree or Higher in Engineering: To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. OR,
    2. Certification as a Certified Clinical Engineer (CCE) and a Bachelor’s Degree not listed above-Documentation Supplied). Certification means having successfully passed a CCE written and oral examination administered by the American College of Clinical Engineering. If appointed with a CCE requirement, the employee must maintain certification throughout employment. The American College of Clinical Engineering determines acceptable educational preparation and degree requirements for CCE eligibility.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Supervisory Biomedical Engineer (Clinical) GS-14

  1. Experience: Completion of at least one year of experience equivalent to the next lower grade level (GS-13) and must fully meet the KSAs at that level.
  2. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
    1. Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level.
    2. Ability to develop local or VISN policies and/or draft directives related to healthcare technology management.
    3. Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions.
    4. Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
    5. Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.

Preferred Experience: five plus years in the field and supervisory experience.
