The Illinois Department of Healthcare and Family Services is seeking a visionary and dynamic leader to serve as the Transforming Maternal Health Project Director. This impactful role will assist in shaping the future of maternal healthcare by reviewing key legislation and policy, assessing program impacts, and developing forward-thinking policy initiatives. Successful leadership skills will directly influence the delivery of improved maternal health outcomes for individuals enrolled in Medicaid and the Children’s Health Insurance Program (CHIP).

Essential Function

  • Serves as the Transforming Maternal Health (TMaH) Project Director by planning, developing, and managing the TMAH model which is designed to improve maternal health care outcomes for people enrolled in Medicaid and Children’s Health Insurance Program (CHIP)
  • Cultivates and maintains strategic partnerships with subrecipients, including consultants, and CMS technical assistance
  • Leads the design, implementation, and scaling of maternal health programs, integrating best practices and emerging research
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization preferably in creating and growing a Medicaid program and maximizing key performance indicators

Preferred Qualifications

  • Minimum of four (4) years of professional experience developing and managing Maternal and Child Health programs or similar public service programs
  • Minimum of four (4) years of professional experience analyzing and utilizing data and financial reports to make decisions and solve problems
  • Minimum of four (4) years of professional experience in project management and project coordination
  • Minimum of four (4) years of professional experience ensuring compliance with federal and state laws, rules and regulations for a Medicaid Program or Managed Care services
  • Minimum of four (4) years of professional experience implementing Medicaid or Medicare Federal and State Administrative Codes, relating to maternal health, covered benefits, or demonstration programs
  • Minimum of four (4) years of professional experience of budget and performance management
  • Minimum of four (4) years of professional experience performing research and analysis on maternal health or other Medicaid coverage programs
  • Minimum of four (4) years of experience leading stakeholder engagement for maternal health or Medicaid policies or programs
  • Working knowledge of numerous programs operating within a state health and human services agency preferably within Illinois, including Department of Human Services, Department of Public Health, and/or Department of Healthcare and Family Services
  • Two (2) years of professional experience stakeholder management and communication

  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
