ABNA VP of Construction Services – St. Louis, MO

ABNA is seeking a highly motivated Vice President of Construction Management for

our St. Louis, MO to lead project delivery within the highway, bridge, rail, transit, and airport

infrastructure sectors. This role involves leading project teams, delivering successful

outcomes for large-scale infrastructure projects, and ensuring compliance with industry and

best standards. The role will involve developing and maintaining relationships with clients,

stakeholders, and industry partners while driving innovation and ensuring compliance with

industry regulations. The Vice President of Construction Management will be reporting to

ABNA’s Chief Operations Officer. The ideal candidate will have a strong track record of

delivering projects for agencies such as DOT’s, Municipalities, State Agencies, Rail agencies,

Water/Wastewater agencies etc. or similar. In addition, the ideal candidate functions

independently, demonstrates leadership in fast-paced team environments, and has strong

analytical, strategic planning, and communication skills.

Leadership and Strategy

  • Lead project teams to deliver successful outcomes for large-scale infrastructure projects.
  • Act as a primary point of contact with clients, regulators, and partners, fostering long-term

relationships.

  • Drive strategic alignment of projects with client objectives, organizational goals, and industry

standards.

  • Represent ABNA in industry forums and professional organizations, building brand credibility and

thought leadership.

  • Develop and nurture high-level business contacts and a client base for engineering services.

Project Management and Technical Oversight

  • Oversee project planning, resource allocation, risk management, and performance tracking.
  • Lead the execution of complex projects, ensuring alignment with timelines, budgets, and quality

standards.

  • Collaborate with engineering teams to drive multi-disciplinary project delivery.
  • Ensure environmental, sustainability, and safety measures are integrated into all project phases.
  • Report on project status, identify risks, and lead efforts to mitigate issues promptly.
  • Drive improvements in project management processes, leveraging cutting-edge technology and best

practices.

Business Development

  • Support business growth by leading and contributing to proposal development, bid reviews, and client

presentations.

  • Identify additional business development opportunities and cross-sell ABNA’s capabilities to existing

and potential clients.

  • Develop strategic partnerships to secure contracts with key agencies such as IDOT, ISTHA, and CTA.
  • Expand ABNA’s presence in highway, bridge, rail, transit, and airport sectors through targeted

business development efforts.

Operations and Financial Management

  • Monitor project budgets, expenses, and overall financial performance to ensure profitability.
  • Supervise subcontractors, contract work, and employees to maintain operational efficiency.
  • Manage project resources effectively to ensure timely and cost-effective delivery.
  • Prepare and oversee relevant project budgets, ensuring alignment with client and organizational

expectations.

  • Generate a minimum revenue at three times the labor cost of the department.

Compliance and Standards

  • Ensure all projects comply with Federal, State, and Local laws, as well as industry regulations.
  • Oversee the integration of safety measures within all project operations.
  • Maintain adherence to ABNA’s internal policies, standards, and best practices.
  • Ensure alignment with sustainability and environmental considerations in all project phases.

Staff Development and Growth

  • Mentor, coach, and manage the performance of project managers, engineers, and delivery teams.
  • Foster a culture of continuous learning by driving professional development opportunities for staff.
  • Build and maintain a high-performing team by recruiting and retaining top talent.
  • Provide guidance to staff on using advanced project management tools and processes.
  • Encourage strategic thinking and problem-solving among team members to elevate project delivery

standards

Requirements:

Qualification Requirements:

  • >15 years’ experience Civil / Structural Engineering
  • Bachelor’s Degree in Civil Engineering or Construction Management
  • IDOT & Illinois Tollway experience (required)
  • Experience with IL DOT policies and procedures for highway construction field work is

required

  • Professional Engineer (PE) Illinois (required)
  • Engineer-In-Training (EIT) (required)
  • Experience with the City of Chicago DOT construction work is preferred
  • Strong computer skills in Microsoft Word, Microsoft Excel, MicroStation, AutoCAD and

relevant software.

  • Strong technical written and verbal communication skills
  • Ability to manage projects from preliminary planning through completion.
